Established in 2016, the Legislative Policy and Research Office (LPRO) was charged with building capacity to support policy development for legislators and legislative committees by providing authoritative-level, accurate, nonpartisan research and policy analysis. The legislative branch is seeking a dynamic leader for this agency. Is it you? THE TEAM: The LPRO team consists of approximately 30 Legislative Analysts and Assistants, who provide vital policy analysis, research projects, committee administration and other assistance to legislative members, committees, stakeholders and other staff. They are required to create strong partnerships with Legislative Members, other agency staff, and other stakeholders. LPRO staff work collaboratively to support the work of the legislature. The work is fluid and requires maximum flexibility to accommodate frequent adjustments to meet the demands of the legislature. The team is made up of analysts with varying degrees of issue expertise, education and legislative experience. They are widely viewed as nonpartisan authorities in their policy issue areas. This group of diverse professionals must prioritize and manage multiple responsibilities within the available time, especially during legislative sessions. Leadership of the team will require flexibility within consistency and demonstrated commitment in providing professional development and mentorship. THE POSITION: The LPRO Director plays the critical role as manager of the day to day operations of this newly established agency. They are tasked with the added responsibility of serving as principal staff to the Legislative Policy and Research Committee. This position reports directly to the Legislative Policy and Research Committee and works closely with the offices of the Presiding Officers. Successful leadership of this agency will require: Extensive experience as a team builder. An experienced, change-driven leader willing to take risks to improve the operation of the agency. A seasoned professional in navigating conflict, lead dispute resolution and foster collaboration among diverse groups and individuals. A visionary with the experience to see big picture goals and the ability to chart the course to reach said goals. An expert communicator that can clearly and effectively articulate information especially when disappointing or unpopular. An enjoyment in leading a diverse, confident and well-educated staff and seeing to development of an environment that fosters the success of all. A strong familiarity with the legislative process. Cognizance of the dynamics of operating within a nonpartisan unit as part of a legislative environment. A thorough understanding of principles and processes involved in business and organizational planning, coordination and execution. A manager practiced in budget planning and development. The give and take of feedback to resolve organizational challenges and promote positive change management. Flexibility, especially during priority dates such as legislative session. The Director will often be on-call and work nights and weekends. The successful candidate will have the opportunity to identify and organize staffing needs to best suit the growing demands of the department. They will work closely with professional staff to implement office strategies and goals and will continually evaluate the quality of the services provided by the Legislative Policy and Research Office through review of reports; direct outreach with customers; attendance at stakeholder meetings, conferences and forums.
