In 1998, Linfield more than doubled the physical size of its McMinnville Campus with the acquisition of 115 acres and four buildings from the Hewlett-Packard Company. As a result, Linfield has grown from 78 acres in 1998 to 193 today. The James F. Miller Fine Arts Center opened in 2001, followed in 2003 by Kenneth W. As our history shows, People’s Community Credit Union is a unique people-helping-people financial institution.
Our first members chartered Machinists No. 17 Federal Credit Union in 1952. They all belonged to or worked for the International Association of Machinists. Three years later, Clark County employees also wanted their own financial institution. At that time, Clarkco Employees Credit Union was formed.
During the 1960’s, both credit unions grew steadily. The people-helping-people philosophy was catching on, and the primary services of savings accounts, personal loans and auto loans were becoming increasingly popular.
To better serve members, in 1973 Clarkco became federally chartered. Members soon were introduced to share drafts, a unique new checking account developed exclusively for credit unions. The number of members quickly increased, as did usage of services. Meanwhile, in 1975, Machinists No. 17 Federal Credit Union changed its name to Hazel Dell Federal Credit Union and later changed it again to Midco Federal Credit Union.
To better serve both credit unions’ members, Clarkco and Midco merged in 1988 to become Clark County Community Credit Union. With over 5300 members and $17,000,000 strong in assets, our charter was expanded to include all of North Clark County. Soon after the expansion, the Battle Ground office was opened.
Between 1992 and 1995, we opened our Hazel Dell headquarters, built a new downtown location and opened a Ridgefield office. In 1999 we upgraded and relocated our Battle Ground branch. Then, in 2001, we opened a branch in Orchards. To serve a broader field of members, our charter was expanded to all of Clark as well as Cowlitz and Skamania Counties. With nearly 20 thousand members and $90,000,000 in assets, we changed our name to People’s Community Credit Union. To fulfill our people-helping-people mission, we’re here as always to enhance our members’ financial well being by serving all their financial needs.

Sound Glass was started January 13, 1983 when Warren Willoughby and Rick Lewis saw an opportunity to open a full service glass shop in Lakewood, WA. The business began to grow immediately. Mercer Island, an island community located at the southern end of Lake Washington and 10 minutes from Seattle, is joined to the city of Seattle by the Interstate 90 floating bridge and to the City of Bellevue by the east channel bridge. The City of Mercer Island serves primarily as a residential area for approximately 21,600 people, most of whom are employed in professional and managerial positions in Seattle and the surrounding areas.
The Island and neighboring communities provide a wide variety of cultural and recreational activities for residents of all ages. From theater groups to indoor and outdoor art galleries to waterfront parks, there is something for everyone. The Mercer Island School District, with a K-12 student population of 3,900, enjoys a widespread reputation for quality and excellence, combining academics, cultural expression, and athletic achievement. This tradition of excellence is a major reason many families make Mercer Island their home. Achievement test scores at the elementary, middle, and high school levels are consistently the highest in the state. The district maintains a graduation rate of over 99 percent with 90 percent going on to colleges and universities. With its proximity to Seattle and Bellevue, the Island has easy access to several public and private colleges and universities including the University of Washington, Seattle University, Bellevue Community College, and Lake Washington Technical College.
The district employs a teaching and support staff of 445 and has an annual operating budget of approximately $30.5 million. Quality educators and support personnel are complemented by quality school facilities. The district has a 9-12 high school with an alternative program, a 6-8 middle school, and three K-5 elementary schools. All of the district’s schools have been completely remodeled in the past eight years, and all buildings are wired for internet access. A new state-of-the-art performing arts center at the high school is shared by students and community.
The district benefits from the substantial contributions of parents and community. The Mercer Island Schools Foundation, established in 1981, has raised over $3 million for district programs. The PTAs at each of the five schools have membership rates exceeding 80 percent of student enrollment and contribute generously to the support of school programs through fundraising and extraordinary volunteer participation. General
The Washington Department of Veterans Affair’s is divided into three divisions: administrative services, institutional services and veteran services. The Director’s office and administrative services office is located in Olympia.
Administrative Services
The administrative services division of the Department of Veterans Affairs supports the Veterans Services Program, the Washington Veterans Home at Retsil, the Washington Soldiers Home and Colony at Orting, and the Spokane Veterans Home. The agency’s Central Office provides leadership, policy direction, and support for the delivery of statewide veterans’ services. The Central Office also provides a communication link with the Legislature, other stakeholders and the general public. The administrative areas that provide these services are information services, safety, budget, capital, quality assurance, training, legislative liaison, public affairs and human resources.
Veterans Homes
Three state veteran homes (the Washington Soldiers Home and Colony, the Washington Veterans Home, and the Spokane Veterans Home) provide long-term health care for honorably discharged veterans - and in some instances, their spouses - who are disabled and indigent, or likely to become indigent due to the cost of their health care. The Spokane Veterans Home opened October 1, 2001 with 100 skilled level nursing beds. The Soldiers Home, in Orting, was opened in 1891 and has a residential capacity of 183. The Colony, designed to serve eligible veterans and their families residing within the Orting school district, was added in 1905. The Colony capacity is 24 members. The Washington Veterans Home, in Retsil, was opened in 1910. Current residential capacity is 262. The Orting and Retsil homes provide three levels of care: domiciliary, assisted-living, and skilled nursing. The Homes provide health and psychosocial services using an interdisciplinary team approach. Colony members are also served through this approach. Nursing clinic, rehabilitative therapies, therapeutic activities, social services and administrative staff work together to provide an environment conducive to health, morale and self-determination. This approach encourages residents to function at their highest level of self-reliance and independence. In addition, Colony members receive a monthly allotment for food and an annual allotment for clothing. The Homes maximize the resources provided by the state and federal governments. Residents contribute toward their cost of care as their resources allow.
Veterans Services
The Washington State Department of Veterans Affairs (WDVA) ranks among the nation's leaders in the satisfaction of veterans claims submitted to the U.S. Department of Veterans Affairs. In fiscal year 2004-2005, 11,508 claims for entitlements were submitted through the WDVA Field Service Network. The Network includes WDVA staff, contracts with Nationally Accredited Veterans Service Organizations and Independent Contractors throughout the state of Washington. As of September 2005, 134 Service Officers are submitting claims through their Veterans Service Organizations. The Field Service Network includes the following units: Post-Traumatic Stress Disorder (PTSD) counseling provided by 26 contractors statewide; Homeless Veterans Services including case management, transitional housing and employment support services; outreach to more than 260 nursing homes to ensure clientele receive the maximum federal entitlements (saving state general-fund dollars); Veterans Estate Management Program (VEMP) which provides fiduciary and guardianship services; Centralized Admission Team which markets, processes applications and conducts initial medical assessments for admission to the three Washington veterans homes; an in-state, 24-hour toll-free number for veterans information and referral; Incarcerated Veterans Services to clients who are part of the King County jail system; and an aggressive outreach program that assists veterans with claims processing and referral services to those living in isolated rural areas.
