The Budget Committee, an important financial advisory body, consists of all five members of the City Council and five appointed lay members from the community. The Budget Committee is charged with the annual review of the City's budget, making any changes, and approving the annual City Budget. Final adoption of the annual City Budget is completed by the City Council at a separate public hearing.
The City Council, meeting on a regular basis the first and third Wednesday evenings of each month, conducts all regular City business at these sessions. Councilors approve small payments of claims or services against the City and authorize large expenditures. They pass ordinances and resolutions that set policy or regulation of matters within the City. Other meetings and public hearings, as needed, are scheduled and also require their attendance. Additionally, on the Tuesday preceding the first and third Wednesdays, the Council meets in the afternoon for an informal work session. This is a time for Councilors to discuss, in detail, policy issues of relevance to the City. The Mayor also assigns to each Councilor and to him/herself, departments, boards, and commissions responsibilities. Councilors are responsible for liaison with their assigned departments, boards and commissions with the rest of the Council.
Compensation for these elected officials is minimal with the Mayor receiving $400 per month and the Councilors receiving $160 per month.
The Mayor and Councilor positions are all non-partisan. The Mayor and Councilors represent all residents of the City. They are not elected by wards or districts. The City Charter requires that the Mayor and Councilors be registered voters within the City limits and have lived in St. Helens for one year prior to the election.

COMPANY HISTORY
The company was founded in 1932 by Clarence Stark. At that time, it was called “The Peoples Exchange” and was located at Milwaukie & Bybee in Portland, Oregon. In 1933 the store was moved to Grand & Burnside and the name was changed to “Stark’s Vacuum Cleaner Sales and Service.” In 1959 the entire business was incorporated as Northwest Wholesale Distributors, Inc. with wholesale operations carried out under the name of the corporation and retail operations carried out under the name Stark’s Vacuum Cleaner Sales and Service. The Company moved to its present location in July 1966, with wholesale operations at 426 NE Davis and retail operations at 107 NE Grand Avenue. The wholesale division, which distributed floor care and cleaning products to dealers throughout the Northwest, was sold in 1999. At that time, the company’s formal corporate name was changed to Stark’s, Inc.
Since 1932 the company has grown from a one-man operation to the nation’s largest independent vacuum cleaner company with approximately 60 employees. We now include commercial and residential cleaning equipment, floor polishers, vacuums and floor care products. In addition to the main offices on Grand Avenue in Portland, there are retail branches in Beaverton, Gresham, Clackamas, Montavilla, Hillsboro, Sherwood, and in Vancouver. There is also an independently owned store in Spokane, WA, which is currently licensed to use the Stark name.

The core of VTM’s business is managing strategic initiatives in the high tech sector. These initiatives are formed as non-profit associations made up of the world’s leading technology companies. The Initiatives Management Group provides strategic guidance and tactical support to association boards of directors and various committees.
The Membership Services Group serves as first points of contact and specializes in customer service as well as member recruiting and retention. VTM’s Engineering Management Services gives these associations highly-sophisticated technical expertise in areas of design, compliance and interoperability testing, program and logo management services.
VTM’s Event Management and Public Relations Groups also serve these clients’ needs as well as having independent clients in need of traditional services outside the sphere of high tech associations. Our International Business Group primarily assists Asian companies develop North American markets.
